Three-Year Action Plan for the Optimization and Upgrade of the Textile Industry Officially Released
Recently, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, and the State Administration for Market Regulation jointly issued the "Standards Leading the Action Plan for the Optimization and Upgrade of the Textile Industry (2026-2028)". This plan outlines a blueprint for high-quality development in China's textile industry over the next three years, centered around standards.
As a traditional pillar industry and an internationally competitive sector in China, the textile industry plays a crucial role in stabilizing employment, promoting innovation, and expanding consumption. The introduction of this "Action Plan" targets the current market demand for personalized, diversified, and high-quality products driven by consumption upgrades. By improving the standards system, it aims to bridge the gap between technological innovation and industrial application, enhancing the core competitiveness of enterprises through improved standard supply quality.
The "Action Plan" clearly stipulates that by 2028, more than 300 national standards covering diverse compatibility, digital transformation, green and low-carbon practices, health, and safety will be formulated or revised. Additionally, it aims to promote the development of over 10 international standards while maintaining an international standard conversion rate of over 85%. This means that within the next three years, the textile industry will undergo a systematic upgrade in four core areas:
Digital Transformation: Building a comprehensive digital standards system across the entire industry chain, focusing on key areas such as production management, digital passports, and traceability systems, leveraging technologies like IoT and AI.
Green and Low-Carbon Practices: Developing carbon footprint calculation rules and recycling standards for used textiles, promoting the standardization of green products like bio-based fibers and biodegradable materials.
Health and Safety: Continuously updating international lists of prohibited substances, improving mandatory safety standards for infant and child products, bedding fibers, and other items to elevate product safety baselines.
Diverse Compatibility: Covering a broader range of market demands from elderly-friendly and child-friendly products to national trend cultural creations, pet supplies, and high-tech textiles.
For testing and certification organizations, this "Action Plan" presents both opportunities and challenges. On one hand, the improvement of the standards system will reduce collaboration costs between upstream and downstream sectors and accelerate the transformation of company technology into market competitiveness. On the other hand, it requires these organizations to proactively align with new requirements, making early preparations in product development, production processes, and quality management to ensure they stay ahead in the next wave of industrial upgrades.
